Are gnomes allowed to give "sucker punches"?

What B.S. law gave gnomes the right to administer sucker punches? I can't believe this!! I want to really chew out the Senator who wrote that bill!!!

Our legal department at the Hidden Urban Gnome Reserve & Sanctuary has consulted with the laws of various states in the USA and have not found the law that you are refering to. It is possible that this supposed law is actually an urban legend.

I know, it's really unbelievable, but they are. I think it was that short, furry senator from Gnome, Wyoming.
