It depends on your interpretation of easy. If you mean fastest with the least effort, while doing it yourself, then it would be doing coordinated quests, along with some dungeon-romping interspersed within.
James leveling guides are widely considered the best guides for leveling to 60. They start at level 30 because getting to level 30 is very quick and painless for most people.

The same principle is to get to level 70 - lots of quests with some dungeons.
The easiest way to make money is to just play in outlands once you are past 60. Just doing quests and killing monsters can net you at least 50g/hour.
The alternative to make money is to farm. I.E. scope out something that is desired by players, find out what drops it (thottbot.com), then kill monsters to gather those items, and sell them on auction house.
This is not really necessary though.

It's easier to play on a normal server, without the PvP competition while you level. Just doing the quests will allow you to level.
What do you mean by easy? Pay one of those leveling services, and they will do it for you. How easy is that?! :P
