It says:

He is seeking $78 billion in savings in the government's big health care programs — Medicare and Medicaid — over the next five years, in "part" by increasing premiums for higher-income Medicare recipients.

Clearly health care and the environment are this government's top priorities.

Actually his budget is closer to Three Trillion. But he is borrowing it mostly with notes from the U.S. Treasury. Much of that is bought by China.
