No. it's rather expensive. Much more expensive than in other european countries, but cheaper than in the USA.

For the students and parents it is. It's heavily subsidized. A college student (Dutch or from the EU) pays 1519 euros in tuition for this academic year, 1538 for the next. Elementary and Secondary school is free. All other forms of education have fees, varying in amount.
