He came up and asked the time then launched into that question, he has been bothering more people round me, one guy said will you leave me alone please. I just told him time and said no sorry. What would have done?

I would have (truthfully) told him I don't have a watch. If he still did the "don't I know you..." crap, I would have told him no and turned and moved away. Not being rude, just being left alone. :-) As for the others, let them handle it their way.

To get ride of him: I'd say, "Yeah I know you from when you cheated on my best friend & gave her that STD" ... they'll disappear quickly (giggle).
To be polite: I'd say, "I hope the person I resemble was nice" and smile.
To be funny: I'd say, "I am Jimny Cricket, you've know me all along".
