Wet Seal Clothing (online store) they have super cute dresses for between 20 and 30 bucks, even some cute ones on clearance for like 15. I love this store, the pieces are trendy, and most things you could dress up or down, depending on the shoes, hair, etc.

If you are in the UK. Try Fonthill Road, Finsbury Park. There is a shop there called Lola's where you can get nice dresses reasonably.

Hope this help.
