My daughter burned something in the kitchen. It caused soot to be on the ceiling.

I would wash the sooty area with TSP (trisodium phosphate). If this removes the soot you would not need to use Kilz. If the ceiling still has dark splotches then use Kilz.

Don't use Kilz directly over the soot without washing first. The Kilz may not adhere properly.

I would clean it with bleach water. Or they make something called awesome, at the Dollar Store, spray it on the ceiling to remove the soot. If the stain remains then you can spray those spots with kilz, not the whole ceiling. Sherwin Williams sells a can with a special nozzle for ceiling touch ups. Cost about 8.00 Do not use Behr paint, too many coats for coverage, use Glidden or Sherwin Williams

To be sure of coverage the first time and the soot not weeping thru the paint job.....yes.

You might be able to get it clean with a mild detergent and then some tsp before you paint. Kilz is a good primer, though. If you can't get it clean without using it. I always like to paint on a clean surface.

If there is any knots or bare wood, you want to use BIN or killz to liberally cover those up or they will bleed through all the paint you put over it..otherwise ... no you dont prime with white paint and then paint or just a few coatsof whatever..finish paint can be used to prime...just watch for metal or wood knots.
