Not ith all the technology today, although court reporters may use some kind of system when they are recording proceedings in a courtroom.

I'm 17 years-old and in my final year of school.

I've been educated at about 9 schools in 6 countries on 3 continents and I've never been taught shorthand.

I don't think so but I think it is a good skill to have. I bought an old 1910 book on gregg shorthand that I want to learn...
