Several mages guilds will teach you the spell, which I would prefer to a scroll. You might be able to buy a scroll from them, though.

i have never found any on selling them i know you can find a bunch in the cave called milk went there as a house of reddon quest or buy any lock picking spell gota spell maker and make your own level 100 spell
