Like others have stated it is their feeling of insecurity and low self esteem. It is a self-protectionism instinct.
Have you ever faced a monkey with a stick - you are both trying to overpower one another, why ?
Read the story of "Black Godmother" by Guy de Maupassant, where an old man is trying to proect himself from a small puppy dog with a big showel, who is barking at him for self-protection. They both seem to be afraid of one another.
Just try to uncover the underlying cause in each situation and you will understand - even when you rebuke or punish your own children - why ?

It is a material world where one can think of money and themselves only. Hence people are mean. If a state comes which respect people instead of money, this will change.

Because it's funny and it makes me feel good about myself. It's like the old saying goes - if you can't laugh at the less fortunate then you shouldn't be laughing at all (or something like that).
