what is the point of this format of question and answer, when the person who asks the question gets to pick the best answer, surely the whole point of asking is that you don’t know, so what gives you the knowledge to pick the best answer, is it the one you like the sound of and would like to be the right answer? This would explain the amount of sycophantically motivated answers

I don't think people necessarily ask questions they don't know the answers to. Take my example recently: i posted a question that was more of a poll than a proper question; i was after the public opinion. The question got votes over a period of time and it eventually got resolved :) I still have MY opinion of course but i'm happy to have read what others thought.

What alot of people are looking for is advice or opinions. The best answer is usually given to the person who has personally experienced the situation and can offer some insight.

The good thing about this idea is that you don't just get one answer, and can chose the best answer based on accuracy which you can tell from the number of similar answers. If it's funny as well as informative all the better!

Because a lot of the time we are asking for personal advice so we vote for who we think has been the most helpful.
