What would you do, how would you do, and how could you get the funds for your plan?

Work during high school and save money. Live at home during college instead of dorms/apartments. Work during college as well. It's hard, but it can be done. Also, go to community colleges for first 2 years as it is much less expensive. Can take classes as you can afford them to get through school.

I do not know whether this would work for you, but I for one , pay all my education expenses.So it is absolutely possible to, but that depends on a wide array of circumstance.
Question is, why else would we pay tax if not to lend a hand when we need it.
Now the success of our current system is another matter, warrants it's own section, maybe even a think tank.

If I had the money the government would spend on my education, I could send my child to an excellent private school and have plenty left to pay for transportation as well.

Go ans ask any third world country citizen. Whenever people in the West complain about the governement I wonder if they have the third world as their model.
