Soak roller sleeve/pad in water if paint is waterbased (put the entire roller in...sleeve and all); if it is oil based, soak in gasoline or paint thinner. Wait few hours and then it should be easy to remove, then wash sleeve in soap and water, and reuse the sleeve again!

The problem is a paint roller will end up having a lot of paint in it, so holding it under a running faucet is a slow process at best. A real good way I found is to get a 5-gallon bucket and fill it about halfway with water. Soak the roller in that for a while and swish it around a bit by rotating the handle with the roller underwater. I have found after a while the roller is almost clean, and you can dump the water and replace it and repeat the process a few times. Another way which works is to hold the paint roller out at the end if a long handle attachment and spray it with a garden hose so the roller spins slowly and the paint spins off. You can completely clean a roller this was in just a few minutes. You can also use this method after soaking the roller in the bucket; the bucket gets most of the paint off. If you are going to be painting again with the same color in a day or two, or even a week or two, don't bother cleaning the roller at all. Roll it up in a sheet of plastic wrap and secure the ends. I have had rollers stay wet this way for months.

They are supposed to come off - usually just a case of pulling the roller off the wire 'thing'.
If it's got all gunged up with paint and it's dried then it will be hard to get them apart. Try soaking in very hot / boiling water, if the paint is water or acrylic based the hot water will soften the paint.
If you need to buy a new roller you might as well buy the whole thing, there's so little price difference.

If you let the sleeve dry on the roller, you may need a new roller.
If it's a cheap one, toss it and get a new one.
If it's one of the expensive rollers and you used it for latex paint, try soaking it in warm water for a few hours. Then if it won't just pull off after the soaking, you may be able to cut or rip the sleeve off.
If it's an expensive one and you used it for oil based paint, you just learned an expensive lesson...

toss it, it will take you more time to try to fix it and if the shaft is gunked up you'll have a hard time getting it to roll paint and get a good job. and buy a new one with 5 wires in it not the cheaper one with only 4 in it. only a buck more, but they work 50 times better! good luck.

you are supposed to take off and clean after use......try soaking in soapy solution (dish soap and water work) and then try to pull off again. I hope you did not use something other than latex.....it might be stuck for good

It is just stuck, try soaking it or replacing it. You could also try to cut it off, but it harder then it should be.
