If the hot water heater is working, then the water in the tank should not freeze. The thermostat is set to keep the water in the tank hot at all times. However, the cold water line feeding the tank can freeze. This would prevent water from entering or leaving the tank. Check your pipes.

The water tank itself will not freeze but the water supply to the tank will and probably has.Check the water supply line that feeds your heater
