Who ever told you that are taking you for a ride, the bulbs themselves are worth pennies. The dash does'nt need to come out at all ,each clock display etc come out seperately or in sections.None of which are anywhere near your air bags as this would be dangerous in an accident, all airbags are fitted with no obstruction infront of them. This is worldwide and in every car ,not just your Cleo you are being taken to the cleaners by an unscrupulous garage or mechanic.Try another garage or garages untill you feel the price is more reasonable, i would'nt pay more than £75 for this and i would still feel ripped off.Be careful and good luck.

the top half of the dash board comes away with a few screws allowing you access to the the display where you can remove the screws with ease half hour labour and £5 bulbs

Are you sure the bulbs have gone and its not the fuse?

If they have ALL gone out then its likely to be the dash-lights circuit that has blown a fuse.

£1.00 Halfords job if this be the case!
