Maybe he’s just shy…? But I mean, come on. If YOU were 11 inches tall (We’ll give him the benefit of the doubt, and say he’s as tall as the original G.I. Joe) and something SIX TIMES your height and TWO HUNDRED SIXTEEN TIMES your weight walked in, wouldn’t YOU shut up until they told you to say something…?

It's an animated movie not real life - it can have whatever silly logic the producers or writers decided to put in as long as it's funny or entertaining.
The whole story about Buzz and the other toys is based on the premise that toys and a child's imagination have a 'magical reality of their own'. Consequently some of the dialog and plot devices are just ideas that worked in a good line...
But it's an imaginary reality so they don't have to be entirely consistent beyond the scope of delivering the punch-line of a simplistic gag or a sentimental reaction in the audience.
In some cases the story may have established certain facets of each of the characters but at the core this is just -play- allowing adults to share in childish imagination and pretend.
You are just supposed to enjoy yourself and forget about analyzing the details too much.

Because he believed that he just crash landed on a planet, he got the "locals" to repair his "ship" and tried to do some survial training by doing what the locals do, If a human comes in, you shut up and stand still.

He's still very small compared to humans, and he thinks they are the enemy. You don't mess with someone 50 times your size. If they think he's a toy and they just play with him, that's what he's gotta do.
