Just the spoons, with nothing on it, kept in the freezer, then you place them on your eyes until they are warmed from your body temperature - it works for bags caused from lack of sleep or an intense session of crying - Preparation H does work!!! There's this professional make-up that is either lilac or green - depending on if you are hiding brown or red colored blemishes, that really does conceal - but its hard to find - you use it under your regular foundation.
Raw potato slices will help tighten baggy, puffy eyes. All you need is a potato and a knife or slicer!
To Make:
1. Slice 1/4 potato to fit over your eyes.
2. Cut 2 slices or, if you prefer, 5 to 10 very thin slices, several for each eye. Either method works.
To Use:
1. Spritz eye area with water.
2. Lying down, place the potato slices on your eyelids and leave in place for at least 10 minutes for best results.
But if you have bags under your eyes from birth (like Oprah), surgery is the only thing that's going to get rid of them altogether.

First, chill some wet tea bags (chamomile or green) in the freezer for 15 min. Then lay down and slightly elevate your head to help draint the excess fluid from underneath your eyes. Relax for 10-15 min. Make sure to moisturize the area after you are done.
Some other tips/tricks:
1. Don't spend a lot of time in a hot shower because this can make the undereye puffiness much worse.
2. Cut back on salt intake and skip alchohol for the day.
3. Sleep with your head slightly elevated.
4. Get some exercise. This will get your blood pumping, which helps to drain the fluid from your 'eye bags'.
5. Use an eye cream with anti-inflammatory ingredients (chamomile, caffeine, cucumber, white or green tea)

I know this may sound strange, but Preparation H works well. I used to date an actor. He would use it when he had partied a little too much the night before a shoot. He swore by it.
I personally have tried tea bags....make a cup of tea, then place the warm bag under your eye...you will want to let it cool a tiny bit so that you do not burn yourself. It does help some.

Cold spoons work as well as cold used tea bags (squeeze the bags, freshly brewed tea, no need to say) and let them stay at closed eyes for 5-10 minutes in the evening.

my mother in law has the worst case of bags under her eyes and she tried everything finally she opted for surgery // and that is the only thing that worked for her... they removed fat from under her eyes which causes the bags .
