The person on the U.S. dollar is George Washington, our first President. Congress many years ago decided to put his picture there to honor him. The same applies for other denominations too.

They thought about putting the Eagle on both sides of the Dollar Bill, but lacking imagination back then before Lincoln, they invision heads on one side and tails on the other, but then they realized that most people in the world had no Idea what an American looked like in 1786. Was the American Black, White, Red or Yellow? Of course, Brown was not invented yet! So that was out. They finally settled on Washington's face because he looked rather manly and green in reality.
You know, by the way, that if America played in the Super Bowl, their outfit would be a solid green with Red, White, Black and Yellow stripped rings from head to toe.
