Obviously the assasination which sparked the war cme in 1914 but specifically why did the balkan wars of 1912-13 not spark global war but the balkan war of 1914 escalate into full blown europe wide conflict

There were many incidents in the first 14 years of the 20th century and earlier which might have caused a World War. Their was, for example, the Fashoda Incident of 1898 between the UK and France and the Agadir crisis of 1911 caused by a German gunboat. Fortunately, at those times wiser counsels prevailed and war was prevented. Unhappily, that did not happen in 1914. Additionally, by that date various pacts and treaties were in force which one side or the other felt had to be honoured and which made war inevitable.
