either you have a CD is its drive while booting up system (CD is configured to automatically launch)....Hope this helps. You have to make sure that there isn't any CD/DVD in the drive at Bootup. But not all CD/DVDs are program to automatically launch...
It could even be a virus...run a scan....some viruses or trojans can and will corrupt some files and affect their startup process...

A computer's boot files are located on the hard drive. It seems that your hard drive has suffer some damage as a result your computer can not retrieve the files. If you have a Windows Installation CD, you can try to perform a repair. Or, use a recovery disk to retrieve your files. Open check disk check both boxes and reboot.

look for some program trying to start or run, it maybe badly installed , look in task manager and /or event viewer to see whats up.
