how does using manipulatives (such as cuisenaire blocks) related to a child aquiring skills...how does this "explain" that a child is learning?

Well, to make this real short, there are basically 3 types of learners (how one learns best) auditory, visual, and kinestetic.
Auditory learners can learn and retain most information they hear, visual learners can learn what they see, and kinestetic what they can touch and manipulate. Now 33% fall into this category with another 33% having some ability in it. That's 66% of all people having some or most of their ability to learn kinesteticly.

Obviously, if the kids can put the blocks in the right piles and come up with a matching number, then they have acquired the skill of addition.

Take the manipulatives away, and see if they can add. Then you'll really know that they have acquired and learned the skill.

What I began doing to get into my grand daugther's level of learning is by using my fingers on +, I began making it simple like 3 plus 1. I would use both hands and I had my fingers up. Then I would say count them. That is what 3 plus 1 means.

It was different in - (I used the pink bubble gum as she chewed one bubble gum at a time). I began with 10 bubble gum and ended up saying :

10-1 as she chewed one
10-2 as she chewed two

I am teaching my grand daugther to be advaced in Math

Using Cuisenaire rods to teach addition would combine visual and tactille elements to learn about numbers, I don't kow how this explains "learning and aqusition of skills" in general though.
