I am traveling to Lima on my own for one day, and I want to move among el Centro to Larco Herrera Museum, the Indian Market on La Marina Ave, Miraflores and Barranco districts but can't afford the $12/hour quote I am getting from tour guides. Is it safe to hail taxis from place to place and then back to Callao where my cruise ship docks? Thanks.

Although is cheaper to hail taxis from one place to another is not to safe, There are so many police reports of tourist being assaulted or robbed by taxi drivers.

I you are going to a hotel tell them to call a formal taxi service (like Taxi Seguro or Cinco estrellas), They might charge you S/ 20 nuevos soles (peruvian currency) per hour, that means $10 or less BUT
1st, make someone who speak spanish call them
2nd, the person who calls them NEVER will not say EVER that you are a tourist. Because they will charge you the $24.00
3rd, there are so many places to visit so you must return several times to Peru for visit all we have.

The best thing you can do is hiring someone to drive you for all the places. If you're coming with someone who speaks spanish you won't have any troubles.
