Your best bet is to find the number of the nearest Australian embassy/consulate and ask them to refer you to a nearby organisation that organises study in Australia. There you can pick up a bunch of brochures of universities from all over Australia, so that gives you plenty of options to look at. After scanning through your brochures, pick your top 3 schools and decide what you want to study.

Then all you need to do is to fill the application form, pay the fees, and apply for a student visa at the nearest embassy/consulate. Normally they'd issue you a non-working student visa for the year, but you always have the option of applying for a part-time work permit and extending once you arrive in Oz.

Check if your school will provide boarding or if there's any way to organise housing before arrival. Even if room & board aren't provided on campus, throughout Australia there are generally well-equipped student dorms not to far away from your campus. Your school should be able to give you clues as to what to do in order to get you a place to stay.

If English isn't your mother tongue and you're not very fluent, inform the school. Most secondary schools will provide you 6 months of intensive English prior to the next academic year at the cost of a semester's tuition. Even if they don't, boarding schools usually let you stay in the boarding house while you take an intensive English course at a language school in town. Always check the possibilities with the school you're going to.

Some foreign languages commonly spoken in Australia include Italian, Greek, Chinese, German, Japanese, and Indonesian/Malay.

If you have some extra cash I'd recommend taking a short holiday to Australia first to get acquainted with the city you intend to go to and your future university. It'd be so much fun, and the friendly Australian people are always more than happy to make you feel at home in their country. But if this isn't an option, you'll get to experience that when you finally come to Oz.
