yes i had a deaf dog once ,he was very loyal and alweays watching me .he obeyed by hand signals.
got run over by a car that he did not hear coming ,very sad.

The "dumbness" in humans is due to the fact that people born deaf will usually not learn to speak. Which does not prevent them from being able to produce sounds. A deaf baby will cry.
A deaf dog will still bark, as it is part of its instinct to make those sounds, even if it canot hear them.

We had adopted a puppy when I was a little girl, that the breeder had bred a sister and brother together, on the third litter, 9 out of 10 puppies were blind or deaf. Our puppy was blind, so he would bark, but one of the puppies was adopted by a friend that was deaf and he never made a sound.

Many dogs are born deaf. The dalmation breed is known for having hearing problems.

sure, in cats, if the cat is born with a "white gene" the gene stops the coloring technique that happens in the womb. If the gene stops the technique whilst it relatively is in the ears, it in many cases motives blue eyed (or extraordinary eyed) white cats to be deaf. And via ways, deaf and dumb is a word that I wish the international might refrain from using simply by fact it relatively is not the superb option.

An African breed of dog,cant think of name,is born with no voice thus it is unable to bark. Animals born with genetic problems such as deafness and sight problems are usually white or Albino`s.

Yes they can. I have known some people with deaf cats, but I didn't hear of people having dumb cats.
