Works Progress Administration was part of the New Deal by FDR to provide new roads and new structures performed by the unemployed. FDR believed that men had to have pride and in that pride was the idea of bringing home money for the family and working without charity alone . Unfortunately in 1937 the Supreme Court declared the WPA unconstitutional because they believed that men were forced to work to receive benefits and tended to discriminate againat those who were unable to work That would be how the Court understood the WPA. It was a conservative court who did not care for FDR because in the same year he tried to stack he court in his favor by addong 6 justices from 9 to 15.
