i have a 3.10 firmware version, i want more on my psp, like new themes, new icons and sound boots etc.

Yeah Psp-hacks is a quality site, of course you are going to have to downgrade your psp before you can do all that you mentioned that you wanted to do, lucky for you the downgrader for the 3.10 came out not too long ago.
