If you have at the beginning of your document, then needs to come at the end. That's the only thing that's required.
In between, if you're displaying content on a web page (for example, if this isn't a page that only does a redirect to another web page), then the content needs to be bracketted by
and tags.
The and tags, which are placed before the and tags, are suggested but optional. That's where you define the TITLE of your page, any META tags, and where you generally put any code that you're going to execute.

Web browsers are very forgiving .. and you can skip tags if you like ....
but generally
are always there in all html pages...
