A blocked field goal is a live ball and it can be returned. A blocked PAT can be picked up by the offense and run in for a 2 point conversion but the defense can not return a blocked PAT for any points.

In the NFL, the defense cannot return an extra point or two point conversion. I believe in college football you can. The field goal can be blocked and returned for a touchdown.

Absolutely. I've watched it happen quite a few times in college football games. But if the recovering team can't run it back on the PAT, then the scoring team just kicks it off.
