I have a brand new mirror in my bathroom. I noticed it now had these hard little black spots that I can not wash off!
How did they get there what are they?
It is not Paint.

Are you sure the spots are on the front of the mirror? If the coating on the back of the mirror gets scratched, it appears from the front as a black scratch or "spot". A mirror is just a piece of clear glass with a coating of some sort on the back. Check the back of your mirror.

The black spots are where the silvering has been removed from the back of the mirror. The most common cause for this is where the mirror has gotten wet. This usually occurs where the mirror support or clips has trapped moisture and the moisture has "wicked" up the back.

There is no way to repair your mirror, it can not be economically be re-silvered.

You might have a low quality mirror. The reflective paint at the back of it is not made of high quality reflective paint. The black spots forms at the back and not at the front that's why you can't remove it.
If your mirror is new and you have the receipt try to ask for replacement of it.

The type I mirror I am familiar with, has a layer of mercury on the back and the layer is covered with a protecting paint layer.
Any damage to the two layers will loose the effect of being a mirror.
Sorry" There is no cure for it. Protect the its back and paint to prevent from more damage.

If the spots are in the surface where you can feel tiny bumps the size of the pin head it could be house fly poo. Moisten them and scrub vigorously they can be quite hard to remove you can also try using a credit card to scrape it off. If the spots are not on the surface it could be moisture damage to the back silvering.

If you look closely, you can see if the spots are on the near or far surface of the glass.

If they're on the far surface of the glass, then the reflective coating on the glass is damaged and chipped. The only real resolution is replacing the mirror.

Do you still have the receipt?

Hard black spots are where the tinning has been scratched off the back.
