What are you doing with my husband!?
I think it's just nervous energy. My husband always likes to be busy and if he has leisure time he just doesn't know what to do. Maybe that's the case with your man, too.

Usually people fidget when they have to pee very badly (that usually happens to women, but sometimes guys fidget too when they've been holding their pee for a long time)

Sounds like attention deficit disorder to me. That's how my son acted when he was diagnosed with ADD. I know adults can have it, too, so it might be worth talking to the doc about.
