Ive never heard of a Direct 9.0 Adaptor before. If you mean your video card cannot support Direct X 9.0c then its definatly time to buy a new Video/Graphics card. Direct X 10 is soon coming, and if you can only just manage Direct X 9, there is no way you will be able to with 10.
If your trying to find the software, type in Direct X in a search engine and go the the microsoft link. You can also use Microsoft update to install it automatically for you.

DirectX 9.0 is software used to help your video card display 3D images. You can download the latest version on the internet simply by going to google.com and typing "directx." I'm not sure what you mean by "adapter."

A directx 9 adapter is refering to a graphics ard that can run directx 9. you probably have one, so all you have to do is go download it.
