There are literally thousands living there who are celebrities, has-been celebrities, or future celebrities. They typically live in places like the Hollywood Hills (Laurel Canyon) or in Beverley Hills. Even more typically they do not have an open door policy and won't be enthusiastic about a newcomer pounding on their door just to say hi.
If you read the local papers you can see which are the restaurants that they are often spotted at. Try eating lunch at some places like those and you may see some you recognize.
