you could try the land registry office, local and regional councils and the post office. other good source is local knowledge

I've done this on many occasions and the quickest and cheapest way is to ask around locally. Many derelict properties are in rural areas on land owned by estates, the Crown, water companies etc and any local person will be able to tell you who owns the property.

If no-one local can provide an answer then ask at the Land Regsitry Office - there's a nominal fee to pay.

There's a database of property owners in Scotland but it's only partial... http://www.whoownsscotland.org.uk/

Go to the land reg website or call them and for a small fee they will post or email you the detail of all you need to know! It takes a little longer than in england but they can do it!

ask at your local library for the valuators role or go direct to the council the info isnt confidential so there should'nt be a problem
