All of society is socially constructed. Nothing is real except for what we make to be real. It is the interactions between people that form a society of any type, either religious, school, work or just a community. It is the ties that we create with people that help to form a society into what it is. We can make it to be whatever we want.

Imagine a society with just you in it.
What extent would you shape that society? Add another person, and to what extent would each individual shape society as a whole.
Keep adding people, and then keep asking the same question. Then ask the question which people should be added, and which people should be excluded. Then ask the question which people should be deleted, and which should be reinstated?
Who are the decision makers in a society which is developed beyond a one person society? Is it a democracy or a dictatorship? Who decides?
So starting from building a new society, you see that you are people and have full control when you are the only member. As you let go of some control, more members can join. These new members become the people of the society.
Some people in a society, have more influence than others. Society is hierarchical and not a perfect circle.

That's almost an essay question, your not fishing are you, naughty naughty.
Anyways, to say that people 'shape society' is a fair assertion, however it is equally reasonable to say that the extent to which people do this is based on a broad range of parameters. For example, economic intervention/abstention, the geographics of an individual, or indeed community, media, culture, education.
When we look at global infrastructure, these were all initially visual perceptions of how the world would, could, or should be.
Ultimately it is accurate to assert that different people 'shape society' to different degrees. When one retrospects at the 'emancipation proclamation', this saw a total reshaping of American society, so this declaration shaped a society to a great extent. Somewhere at the other end of the spectrum: A teacher becomes tired of a pupil who is always absent from school after midday, subsequently his mother is called to the school, and warned if her child persists, they will be excluded.
Finally the child is excluded.
Point being , if the child is expelled from school, they may lack an education, and turn to crime as an alternative, thus going on to become a mass murderer.
So it could be argued that had that teacher not expelled the child from school, he may have had a totally different impact on society as a whole.
It could also be argued that the extent to which people shape society is determined by the number of respondents, whether that involves merely ticking a box or making a gesture... Can i finalise in saying that there are various ways to approach this question, mindful of the 'epistemological', 'empirical', method aspects of writing.
I hope my answer has given you a little insight into, what is a very complex question. I would say take care, however i'm going to the hospital for 6th degree burns to my fingers for writing this..

I'd say the Government and the Media (newspapers & TV)shapes society, look at events like 9/11 since then we can't move without being told there's a threat of terror attack wich provokes fear and hate towards other cultures. It was the irish during the 70's and 80's because of the IRA now it's muslem extremists.They tell us how to act what we should be wearing this summer, how to speak, how to look (all the wrong things) which all influence society to do as they say ?
all controlled by government guidlines
Every now and then the people rise and say no (not often enough !! ) but on the whole sadly we're all just puppets to state controlled guidelines !

Society is just composed of a bunch of individuals. So in that sense, society is shaped completely by individuals. Or rather, it is shaped by the interactions individuals have with each other.
A single person shapes society every time they conform, sanction deviant behavior, or try something new. Everything that exists right now is the result of what individuals have done previously, so everything that occurs in the future will be the result of what we choose to do right now.

My country, it's my bad government officers shape the society and my country people has losed their honour and integrity in life and they prefer to suffer in silent under those bad government officer's evil bidding so that these bad one will not come and disturb their life and livelihood. When they are incompetent, they push all lame excuses to their people because they know her people dare not to speak out the truth but nothing but the truth. My prejudice humble opinion.
