It depends which Rover, and which Honda Civic.
The 1995-2000 Civic 5dr hatchback and estate shared many components (and most of the body shell) with the 1995-2000 Rover 400 (and later Rover 45), so should have the same window motors.
However other Civics, and other Rover models may not use the same components.

Possible, the Rover 213 had a Honda Civic engine so possible parts are interchangeable.

would need more information on your year, model ect

i know rover worked with honda hence why you see civics basically rebadged with rover badges just with differant lights, and some rovers just have the Honda engines, but their is a good chance they would fit. but without more info can't be certain
