If I do a system restore it will shut down and resstart as it will if I click on restart

F8 is the button for using safe mode,so by the sounds of it ,you have a boot.ini problem
continue by pressing f8 and choosing "safe mode",this will load windows without the drivers,and its much easier to diagnose problems in safe mode as there is less going on in the operating system
when you get to the desktop,right click my computer>advanced>start up and recovery and then press edit to check the start up files,make sure that nothing has been edited and every thing is fine,you should have one entry of a windows operating system
the reason for the failure to boot up could be a number of things,but you would be advised to run both anti-virus and anti-spyware programs while in safe mode,these scans run better in safe mode as there is less places for malware to hide
also go to control panel and then add/remove programs and remove any unwanted programs and any recent programs you think may have caused this problem
as for your system restore,it will shut down and restart,thats how it works and when it restarts it will go to the desktop and you will see a window with the restore report in it and then you press ok and the restored desktop will appear,if your not happy with that restore you can roll back the restore by using system restore again
