If I was headed for international relations, I would definitely want to be in Washington DC or NY where the great internships are.

Some schools that are noted for this are George Washington and American University and Georgetown universities in Washington.

If your GPA and other credentials are good, I think you have a very good chance to get a significant scholarship at one of these schools. American is located right on Embassy row in Washington, and GWU is within walking distance of Congress. So, you could have a great time there!

Though I agree with Washington DC and NYC as central locations. Do not forget about San Francisco and LA. The California University system has some great schools in IR and if you can establish residency. the cost is considerably less expensive. Lastly Stanford University has a great IR program.
