the country you are surrounded by!!
i was on a cruise ship; and IN THE MIDDLE OF THE OCEAN, us americans had to show a type of passport, because we were passing on foreign waters!!

Sorry, don't know the answer, but good question! What if you're like halfway between two places, so you can't just pick the nearest?...hopefully some brainy person will answer you soon.(unlike me lol)
