There is no one answer for this. There are a number of steps that you should follow which at first glance may not appear in a logical order but if you think about it, they will make perfect sense.

1. Firstly, what are your chances of employment after you complete higher studies. You don't want to find yourself a highly qualified, unemployed person. Also, where would you prefer, (or is it possible,) to work, at home or abroad. You are investing hard cash and time. Do your research first.
a) NETWORK on the web, and other sources you find for individuals, groups, organizations in your specialist field.
b) DOWNLOAD related articles, journals etc .
It is a careful search to find the experts in your specialist area that can give you the best possible information to enable you to make an informed decision.

2. Next, just make a list of countries, whether they be in North America, Oceania or Europe that you would feel happy to live in during the time of your study. (If you are unhappy in the particular culture, this may well effect your studies - a lifestyle decision.) Make a list of major universities in those selected countries that offer courses you are looking for. Once again the strategies in (1) will help you to make an informed decision. By talking to the experts, you will know the best place(s) to study.

3. So far we have only looked at the question: 'What would I like to do?', which is essential. Equally, the question,'What is it possible for me to do ?', also has to be confronted. What can you afford? Note that countries such as Australia are cheaper to live in than Europe or North America and have universities that have an excellent international reputation in many fields. (Also, if you, yourself come from an English speaking country or a non-native speaker and have honed your language skills, seeking a country with a temperate environment, stable social structure and also offers a comfortable lifestyle, Australia and New Zealand can be excellent choices.)

You can have really good education for less money in Europe.
Specially in England, France and Germany.
