This is a trick question. Cobalt in its neutural state is the obvious answer. But Ni(I) or Cu(II) would also have this configuration. To put this simply, several elements could have 27 electrons. A better question would be how many protons does whatever element have.

Most likely the one with 27 protons in the nucleus. That probably means it's element number 27.
