I'm debating on the coat/jacket I should wear. Either a balck overcoat, or a beat up CarHartt jacket, I'm not sure which. Any ideas?

Put on a black cotton turtleneck under them with the collar up, then go with the Carhartt Jacket. You'll look real cute, and stay warm.

If it's cold enough to wear cover-alls, then you should wear which ever coat is warmer. There is not much that you can do to dress up cover-alls. They are there for the purpose of keeping you warm. If it is cold enough to wear those, who cares if you look fashionable....you will look warm and smart!

I feel your pain...it's a whopping 4 degrees here today! That's not including the wind chill factor!
