Well, the worst QB rating in a super bowl ever was Craig Morton, who got an amazing 0.0 rating for the Broncos vs. the Cowboys in 1977! The worst QB rating for a winning QB was Ben Roethilsberger last year, who got a 22.6 rating.
If you are talking overall, then I don't think so. He isn't a bad quarterback, but he is as inconsistent a QB as I have seen. With 7 games of QB ratings of over 100, and 5 with QB ratings under 40. He is a good QB< but his inconsistency is what gives him so many detractors. I think the Bears need to get a solid veteran QB next year, and start him for the season, while Grossman learns from him. Then, in 2008-09, Grossman can start ahead of that veteran, and if he still does poorly, then drop him.

1. Trent Dilfer - Any team with Dilfer as their starting quarterback should be automatically ruled ineligible for the Super Bowl (unless they also have the best defense in NFL history).
2. Joe Kapp - Not really fair. Kapp played in the era where quarterbacks called their own plays, which is the only reason he could ever earn a starting position on any NFL team. He had absolutely no physical talent whatsoever.
3. David Woodley. Well, it was a strike season and strange things happened.
4. Grossman. Jury's still out, since once in a while he looks like could live up to expectations, but he's sure looking like he'll wind up as a bust (as opposed to a good quarterback merely having a bad game).

Tony Eason, Patriots, Super Bowl XX
Let's put it this way: the Fridge had a better day on offense than Eason. The Bears' vaunted "46" defense forced Eason into the worst game ever by a starting quarterback, so bad that Eason completed as many passes in a Super Bowl game as the Page 2 staff: zero. By the time he was replaced by Steve Grogan in the second quarter, Eason was 0-for-6, had fumbled once and been sacked three times. The Bears cruised to a 46-10 win.

That honor will forever stay with Kerry Collins from his Super Bowl 35 performance with the Giants. His line read:

Kurt Warner is NOWHERE close to the superb QB who ever lived. Wuss out? How approximately YOU going out and enjoying in the previous improving from a concussion? then you definately can finally end up walking around like a zombie once you're 50 or 60 years previous.

Actually, Ben Roethelisberger had a QB rating of 22.6 in last year's Super Bowl. But, the Steelers won not necessarily in spite of Ben, since Ben made two big plays in the game: the long pass to Hines Ward near the Goal line, where he was scrambling and buying time and being aware of the line of scrimmage; and the following play, his (controversial) rushing touchdown.
