Probably not as it is not a defect (at least not a defect in the car). Based on watching mythbusters burn everything from amonia to sugar in an engine, I would say fill the car to max (diluting the urine) start the car and burn the piss out of it (pun intended). Then as soon as the tank gets low, refill it full and run it until the clean fuel is in the engine.

Or, get an estimate on a tank flush and fill and bill your neighbor, who obviously DOES have a defect.

Please call your insurance company and ask them. You should call the police and get a report, make sure to get the report number from the police. You'll need that and probably a copy to fax or send to the insurance company. Consider too, how much is your deductible.

If you haven't started the motor, you may be able to get some one to siphon the fuel out for you.

I don't think it would be covered but since this happened go through his insurance. I work for an insurance claims office where we get hired to look at damages to people's property and it is amazing what they pay for. An insurance company paid someone $$ because they got animal urine on their carpet. You never know...just file a claim!
