South of Lumbridge. Just before you get to the dig site there is a fishing site with a tutor. Also north along that same river near the goblins house.

Fresh water:
west road outta varrok till get to bridge the spot is just north of bridge.
Salt water:
port sarim southwest peninsula or by the willows n draynor is best place for low level but if u need something better take the ferry to the island from port sarim docks (30 Coin there 30 back)
