You have to ask yourself what rats and dogs mean to you, and how the dream made you feel. Were you afraid of the rat/dog? Was it sympathetic? Do you like rats? In your mind do rats represent sneakiness, dirtiness, death, what? Do you think of dogs as loyal? Dangerous? Stupid?
The dream means that there is some aspect of you or thing/person in your life that is like whatever you think of rats, and you are afraid of/hopeful that/expecting that (depending on your emotions in the dream) it really is/is disguised as/will become whatever you think dogs are like.

Basically, if you dream of a rat, you may be concerned about becoming the desperate scavanger that they represent, i.e. friendless and outcast. Another interpretation would be that you're worried that your social life is being gnawed away. dogs symbolize loyalty. Maybe you have or someone has been the rat and wants to be a dog...you get my drift. Think about someone that has been mean or sneaky around you or you have been sneaky and try to right that wrong....Hope that makes sense.
