A really nice thing would be for him to plan a whole day for just the two of them. (Valentine's Day falls on a weekday this year, so this may all have to happen on the weekend instead.) Go to her place in the am. and bring flowers and breakfast in bed, then take her out to wherever she likes to go: movies, lunch, shopping, bookstore, sightseeing, a museum, maybe a boat ride if it's not cold, etc. Then out for a nice dinner and back to her place for...whatever!
