A couple of possibilities.

First make sure it doesn't "pop up" when you slide your mouse to the bottom of the screen. If it does, then this is a setting of your start menu which you can adjust by going to the Control Panel's "Taskbar & Start Menu" selection. Make it so it does NOT "auto hide"

if it does not pop up, your Explorer process has crashed. You can get this back by performing the following steps

Hit Ctrl + Shift + Esc
This will bring up the task manager
Go to File | Run
type "explorer" (without quotes)
your start menu and taskbar icons should come back.

You may want to consider a repair of windows or take it to a computer tech center to have windows reinstalled or a restore spot brought back if you recently added a device or piece of software to your machine.

Maybe you moved it? try looking at the bottom of the screen... is there a little showing? if that is the case you can use the mouse cursor to click on it and drag it up...?
