In this case I think the democrats are using it as a shot across the bow, a warning to the president. They are trying to tell him that a majority in congress do not agree with his aggressive policy's and it is time for him to change direction completely. Non binding means just means that the president is not bound to abide by it. Good question by the way.

The non-binding Iraq war resolution (like all other non-binding resolutions) is basically a vote of no confidence in the war, but doesn't doesn't actually take steps to stop it.

If it passes, Congress would be saying "We officially don't like it", but it would take no actual action.
