Nettiquette standards dictate that ALL CAPS are annoying as hell, and should be avoided at all costs.
But you must take this with a grain of salt.
The rule of thumb, instead, is to use them appropriately for the very reason you mention: emphasis.
However, whenever you feel the need to emphasize with caps, consider instead revising your sentence and rephrasing.
Often one- or two-word sentences work best.
Example:
Instead of saying, "PLEASE, could you shut the HELL UP!"
...you can simply say: "Shut it."

cause when you use caps it is suppose to mean yelling and if you use caps and a bunch of exclamation points after that when you are just doing a regular sentence then when you do want to yell something you wont be able to...
