I probably would not file it on my home owners your deductible is probly higher than the amount to make the repair and if you file a claim they could increase your premiums or even cancel your policy.I f I happen to miss understand your ? I'm not sure what a HOA is .I'm not familiar with that term.The reason I answered your ? is I had the same problem and I used my insurance and my yearly premium increased by40% and yes I did switch really quick to another company.Hope you get your stuff cleaned up and hey please don't stress it's only water it could have been something like sewage so that's the up side to your mess .I hope you did not suffer any extreme damage to your home.God Bless you !I f it helps you to know it's cold here it's going to be 11 tonite and here in N.C. that's cold we don't hardly go out here when it's that cold .LOL

In USA Backflow Prevention was supposed to be installed on all houses and buildings before 1991, after that I do not know who it falls on. It is a state by state law, so look it up for your state. I do not know if you are leasing, buying or what, that is where a lawyer comes in, but if you signed a lease that states that you are responsible for that, then yes. That would be considered an owners expense and is no longer covered as any Federal or State law that may have applied at the time it was installed.
But talk to an attorney, consult is usually free.

If it's on your unit only, then probably. The only real way to find out is to read your HOA agreement. After you read it if you still think that your not responsible for the payment, Consult an attorney, you should be able to find one who can give you an answer for no charge or very little. But chances are that you will be responsible for the payment.

Are you referring to your outside hose bib? If so I would say yes if you left your hose connected to it. That woul prevent the line from draining properly. Someone should have explained this to you. Again if that is the problem you are referring to.
